Notting Hill Carnival started in a town hall, organised by one woman so it can be done.
Maybe we're a conservative lot, preferring the small carnivals with marching brass bands and Morris dancer that most towns and cities have, St Patrick's Day parades with Irish music and of course many paid for events such as Glastonbury and the Proms.
A very large park near me puts on a two day pop concert every year, affordable for most at £15 a day for adults.

I was at a fantastic British carnival-style event on June 13th when I attended the Saddleworth and Tameside Whit Friday Band Contest.
This take place in villages accross Saddleworth and Tameside and is supported by all the top brass bands in the country. It is hugely popular in this area and is all free. Next year it will be on May 29th. Check it out! Give it a go! Sure is worth it guvnor!
It's a great day, Barry. It starts at 4 pm and goes on till 11 pm in all villages. All the top bands are there, plus some fun ones as well, such as Chav Brass. Bands come from all over the world to take part. There was one from Australia this year. The army were also there with a band from Catterick. It really is a true British event.
Been to it twice. Not for ages though. Got food poisoning from a goat curry the first time. Second time, with my woman with me, when we tried to reach the station to leave, the cops were forming a chain and preventing it !!!! Had to go walkies until we found a space to get through and walk back. Madness.
Yeah, it's a shame the criminality seems to run rife there during the show. It'd be a pity if it closed due to that; but they can't seem to control themselves so there's a good reason to deny permission.
But if the police can't even control Muslim mobs protesting unlawfully, what chance confronting the whole comminity there ? They've probably lost control and need to be very heavy handed to achieve anything. And I think they're already released all the murderers and rapists, and filled the cells with far right wing hate crime posters having the audacity to point out facts. So what will they do with the thousands they'll have arrested ?
